Ivan Ninenko is the deputy director of Transparency International in Russia. He joined TI-R in 2008 as a project coordinator of the Anticorruption Online office. He created askjournal.ru, a web-portal where citizens receive guidance on how to deal with bribery issues when interacting with government officials. He also works on The Transparency of the Authorities: Electronic Russia Step-by-Step project. This campaign encourages civic participation and is aimed at raising public awareness about the Electronic Russia national programme, which involves the development of the web portal www.gosuslugi.ru to provide electronic access to government services.

Polina Baigarova is an independent researcher. Her research interests include political communication and media development in the post-Soviet space.

3.6 ‘Electronic Russia’: Reality or (Empty) Promises? (Interview with Ivan Ninenko)

In December 2009, the Russian government launched the portal gosuslugi.ru with the purpose of easing the interaction between governmental institutions and citizens by means of electronic public services. In order to observe and evaluate the realization, achievements and problems with regard to this undertaking, the web-based project ASK journal/gosuslugi.ru was founded in March 2010. In an exclusive interview with Digital Icons, the project leader Ivan Ninenko talks about the main objectives of this initiative as well as its online strategy. He also reviews the achievements of the governmental portal and frames these developments within the context of the so-called ‘Electronic Democratization of Russia’.
